New Delhi : An emerging India-Japan military today changed the way Indian Navy and Army will react to future emergencies and military needs at sea.

Japan today agreed to transfer technology for a specialised four-engined sea-plane, the US-2 produced by its company ShinMaywa.

This will be the first military sale for Japan  since its self-imposed ban on sale of weapons and military equipment after the World war-II ( 1939 to 1945).

The decision to transfer technology was announced after a summit meeting between Indian Prime Minister Narendra Modi and his Japanese counterpart Prime Minister Shinzo Abe. “Both sides directed the Joint Working Group to accelerate progress in the discussions and preparations for a road map for the development of the Indian aircraft industry through US-2 amphibian aircraft cooperation including the transfer of the aircraft and its technology to India,” the joint statement said.  

Once the plane joins the Indian fleet it will aid rapid induction of troops to tackle threats along the country’s 7,516 kms long coast line or in the remote island territories. At present Indian Navy uses warships to send troops to these islands territories most of which are uninhabited.  

ShinMaywa’s plane has numerous roles and missions that it can accomplish making it a force multiplier and game changer in the Indian Ocean Region. The 47-tonne aircraft, carrying 18 tonnes of load, can take off from, or land on, a 300-metre stretch of water or land, its four giant engines needing just seven seconds to get airborne. It has a range of over 4,500 km, it can patrol areas 1,800 km away, and react to an emergency by landing 30 armed troops.

India and Japan discussed a US-2 sale for the first time in 2011. There are seven US-2 in with the Japanese Maritime Self Defense Force (JMSDS), the name of the Japanese navy.

Though more than 20 countries have shown keenness to buy the US-2, but Japan’s Constitution holds it back from warlike activities, including the export of military equipment. In 2011, Japan’s cabinet okayed a waiver for India, citing the strategic partnership, to allow the sale of US-2.

Uniquely, the US-2, is the only aircraft in the world that operates in sea state 5 conditions -- wind speed of 30 to 38 kms per hour.

The Indian Navy sees this as an ideal platform to carry out long range logistics support role for Island support operations, casualty evacuation, humanitarian assistance and disaster relief, long range surveillance and reconnaissance carried out by the Indian coast Guard and the Navy.

At the summit today the Indian side showed its intention to strengthen defence equipment and technology cooperation and conveyed its interests in this regard.

Both sides expressed their desire to further promote bilateral and multilateral cooperation on maritime issues and the next maritime exercise between Coast Guards of the two countries is slated for October 2014.
